Calling hours for commercial calls in India
What Indian rules say about when a business may call: TRAI's default time bands, RBI's limit on recovery calls, and why a window should fail closed.
No regulation we could find sets one calling window, such as 09:00–21:00, for every commercial call in India, as of September 2026. What TRAI's TCCCPR does is let each subscriber choose the hours in which they accept commercial communication, and it switches four of its nine time bands off by default. Together those four cover 21:00 to 10:00. Read literally, the default window for commercial communication scrubbed against preferences is 10:00–21:00. Sector regulators add their own limits: RBI bars recovery calls to borrowers before 08:00 and after 19:00. BlackWolf's starting window of 09:00–21:00 is a product default, not a quotation from the law. The window is yours to set, and for promotional calls 10:00–21:00 is the one that matches TRAI's default bands.
What the TCCCPR says about hours
The TCCCPR, TRAI's regulations of 19 July 2018 (PDF), opens in a new tab, define a "preference of time band and day type": the time slots and types of day in which a customer permits commercial communication. Operators must let customers set it through 1909, USSD, an app or a web portal, and store it in the preference register (the DND register) on DLT. TRAI's preference registration page lists the same bands today.
Schedule-II of the regulations sets out nine bands:

The note under the table says bands i, ii, iii and ix "shall be default OFF for all customers irrespective of the status of registration of customer", which includes people who have never registered any preference, unless the customer switches them on. Scrubbing then checks the band a communication is targeted for against the recipient's time-band preferences.
Three caveats before anyone quotes this as "the rule":
- It is a preference system, not a curfew. A customer can switch the early or late bands on, and one who does can be reached in them.
- Service and transactional communication is treated differently. TRAI's Third Amendment, notified on 18 September 2026 (PDF), opens in a new tab, says transactional and service communication shall not be blocked during any time band.
- Operators apply it through their Codes of Practice. How each one treats a voice call at 09:30 on a given day is set there, and we have not verified those codes. Ask your telemarketer how its scrubbing handles time bands for your calls.
Where 09:00–21:00 comes from
The number most sales teams carry in their heads is older than the current regulations. The explanatory memorandum to the 2018 regulations lists amendments made to TRAI's 2010 regulations. It records that an amendment of 5 September 2011 introduced "timing restrictions for delivery of commercial communications", with commercial communication other than transactional messages "to be sent only between 0900 to 2100 hrs".
The 2018 regulations repealed the 2010 regulations. They do not repeat the fixed hours; they use the time-band system above instead. The habit survived, including in our own product default. We could not find a regulation in force today that sets 09:00–21:00 for commercial voice calls.
Sector rules you can verify
Loan recovery: 08:00 to 19:00
RBI's Commercial Banks, Responsible Business Conduct Directions, 2025, issued on 28 November 2025 and updated as on 1 July 2026, are specific. Paragraph 445 requires a bank to ensure that it and its agents do not harass anyone in debt collection, including "calling the borrower before 8:00 a.m. and after 7:00 p.m. for recovery of overdue loans". The paragraph does not apply to microfinance loans. Paragraph 343 of the same Directions separately bars undue harassment in recovery, such as persistently bothering borrowers at odd hours.
Note how narrow it is. It covers recovery of overdue loans, by banks and their agents. It is not a rule for sales calls.
Real estate
We found no calling-hours rule specific to real estate in the sources above. A developer's calls fall under the TCCCPR like any other sender's, time bands included.
The consumer protection draft
In September 2026 the Central Consumer Protection Authority circulated draft guidelines on pesky and promotional communication. The draft text we read deals with consent, opt-out and disclosure of AI-generated voices. It sets no calling hours. It is a draft, and it may change.
Why a platform should enforce a window that fails closed
A person keeps hours because they go home. An automated dialler does not. If nothing stops it, an agent will ring at 23:40 as readily as at 11:40, and a campaign that runs overnight produces its complaints by breakfast. Calling hours have to be enforced by the system that dials, not by a policy document.
Four design choices matter.
Fail closed. When the configuration is wrong, the safe error is silence. A window that starts at 21:00 and ends at 09:00, or starts and ends at the same hour, should mean "no calls", not "all calls". A missed hour of calling costs a delay. Calls at midnight cost complaints, and complaints feed the thresholds TRAI uses to bar a sender's lines.
Check at the moment of dialling. A dialler that checks the clock once, when it starts in the morning, keeps dialling into the night. The check belongs on every call.
Use the market's clock. The window has to run on local time where the buyers are, IST for India, whatever time zone the servers sit in.
Put retries through the same gate. Follow-ups that try again at a different time of day are exactly where out-of-hours calls creep in. A retry is a call like any other.
Choosing your window by type of call
One window rarely fits every call a property business makes. Three common cases:
Promotional calls to an older list. Use TRAI's default bands as the reference. Starting at 10:00 and stopping at 21:00 matches them. Anything wider relies on customers who have switched on earlier or later bands, which your DLT scrubbing knows about and your dialler does not.
Fresh enquiries. The buyer asked to hear from you. Under the Third Amendment, once in force, a written or digital enquiry supports contact for seven days, not seven hours, so there is no reason to ring at 21:55 to beat a clock. Call when the window opens, and keep the enquiry on record.
Service calls to existing buyers. Possession updates, payment schedules, documentation. Service communication is kept out of time-band blocks, but that is not a licence to call late, and the call has to stay service. TRAI's Second Amendment of 12 February 2025 (PDF), opens in a new tab treats a voice call with promotional content mixed in as a promotional call. An offer on the new tower, dropped into a possession update, changes what kind of call it is.
Records that answer "when"
Under the 2025 amendment, a complaint is valid if it gives the sender's number, the complainant's number, the date and a brief description of the call. When one arrives, the first questions are simple: did the call happen, and what was said? How BlackWolf applies it
- Calling has to be switched on for the workspace, and the agent then dials only inside its calling window, in the workspace's local time. That is IST for India.
- The window is set per workspace in the dashboard. A new workspace starts at 09:00–21:00, which is a product default, not a legal one. For promotional calls, set it to 10:00–21:00 to match TRAI's default time bands.
- The check runs every time the dialler asks for the next lead to call. Outside the window, nobody is handed to the dialler.
- A misconfigured window, one whose start is not before its end, refuses to dial rather than dialling at the wrong hour.
- The dashboard's compliance screen shows whether calling is open at this moment, and the current hour in the workspace's time zone, so anyone asking why nothing is going out can see the answer.
- The window governs calls the agent places. When a buyer rings your number at 23:00, the agent still answers.
The window interacts with speed to lead. An enquiry that arrives at 22:15 is called when the window opens, not at 22:16, and the enquiry clock under TRAI's Third Amendment keeps running overnight. We look at that trade-off in calling property leads within five minutes.
