Where a WhatsApp chatbot is better

Buyers who prefer text. Plenty of people will not pick up a call from an unknown number at work, but will answer a message in the evening. A chatbot meets them there.

Things to look at. Floor plans, elevation photos, a walkthrough video, a location pin, a price sheet. A call can describe a 3 BHK layout; WhatsApp shows it.

No pressure. A buyer can read, think, ask the family and reply tomorrow. Some buyers want exactly that.

Cheap follow-up. Meta has charged per delivered template message since 1 July 2025, and ordinary replies inside the 24-hour customer service window that opens when a customer messages you are free. For light follow-up with people already talking to you, text costs little.

A record by default. The chat is the transcript.

Where an AI voice agent is better

Getting the answers. A chatbot asks a question and waits. A buyer answers two questions, then goes quiet. On a call, the agent asks for budget, configuration, locality, timeline and purpose in one conversation, and does not ask again for anything the caller has already mentioned.

Reaching new leads first. A lead from a Meta form or a property portal has not messaged you, so someone has to make the first move. The agent calls each new lead within minutes, as soon as a line is free, inside the calling window you set; a list you import is worked through from the next calling slot, as lines come free. A chatbot replies straight away when the buyer messages first, but to start the conversation itself it needs the person's opt-in and a pre-approved template message. Free-form messages are allowed only inside the 24-hour window.

Buyers who would rather talk. Not everyone types comfortably, in any script. A buyer can say "90 lakh tak, Bopal ya Shela mein" (up to 90 lakh, in Bopal or Shela) faster than they can type it. The agent understands the caller's language as it is actually spoken, English words included, and switches when the caller does.

Reading seriousness. A buyer who spends several minutes answering questions about budget and timeline has told you something a tapped button does not. The agent records the caller's sentiment with each call, alongside a summary.

Lining up the visit. Agreeing a day for a site visit is quicker in a conversation than across a string of messages. The agent puts the day the buyer named on your Site Visits schedule, and your team confirms the time.

Where each one fails

A chatbot's failure is silence: the lead who never replies, or stops halfway through the questions. A voice agent's is the unanswered call, the bad line, and the buyer who does not want to talk to software. Neither should negotiate, and neither should handle an upset buyer. Those need a person.

Rules and costs

The two channels run under different rules. The agent's calls are commercial calls under TRAI's regulations. That means DLT registration as the principal entity, a registered telemarketer, the designated number series, and NCPR scrubbing through your DLT access. Under TRAI's Third Amendment (PDF), opens in a new tab to the TCCCPR, notified on 18 September 2026 and coming into force in stages over the following months, calls made with artificial voice technology are A2P calls that the sender must declare to its operator in advance. Those registrations are yours. BlackWolf checks its suppression list before every dial, and when a caller opts out in one of the English, Hindi or Gujarati phrasings the agent listens for, the number goes on that list the moment it is said. WhatsApp brings Meta's own rules: opt-in before you message someone, and approved templates to start a conversation. Both channels collect personal data, so the DPDP Act is relevant either way.

  • the job is sharing material and answering simple, repeated questions;
  • your buyers are hard to reach by phone during the day.

Choose an AI voice agent when:

  • you need qualification done in one sitting, with a site visit lined up;
  • leads arrive from forms and portals and have not messaged you;
  • your buyers are more comfortable talking than typing.

  • How do your leads arrive: form fills and portals, or messages? That decides who has to make the first move.

  • Do you have opt-in to message these leads on WhatsApp, and approved templates for the first message?
  • For a voice agent: can you hear real calls in your buyers' languages, and what does it do when it cannot answer a question?
  • Run each on the same lead source and compare qualified leads and site visits, not replies.
