AI voice agent vs IVR

An IVR is cheaper, predictable and the right tool for routing calls and simple, repeatable transactions. An AI voice agent is the better choice when a call has to qualify a buyer in conversation: budget, configuration, locality, timeline and a site visit. Often the right answer is both: keep the menu for existing customers and put the agent on the sales line.

An IVR plays recorded messages and routes callers by keypress. An AI voice agent holds a conversation: it understands what the caller says, asks follow-up questions and writes the answers down. If a call is about sending someone to the right desk, or a simple transaction that is the same every time, an IVR is cheaper and does the job. If the call has to find out whether a buyer is serious, what they can spend and when they can visit, it needs a conversation.

The two are not really competitors. Many businesses that add an AI voice agent should keep their IVR, for different calls.

What an IVR does well

It is cheap. An IVR is usually billed as a platform subscription plus telephony charges. Each call is short and simple, so the cost per call is low.

It is predictable. An IVR says exactly what you recorded, every time. It does not improvise, and it never says anything your legal team has not approved. For some calls, that certainty is worth more than flexibility.

It is fast for people who know what they want. An existing buyer who needs a payment receipt presses 3 and is through to accounts. No conversation needed.

It speaks any language you record. Record messages in Marathi, Tamil or Bengali, in the voice of a person you chose, and callers hear exactly those words. The agent speaks those languages too, in conversation, but in its own AI voice and its own words.

It is simple to set up and change. Record the messages, build the menu tree, connect a number.

What a menu cannot do

Ask an open question. "What budget are you looking at?" has no keypad answer. The buyer says "around 90 lakh, maybe a crore if the location is right". The agent writes that into the lead as a budget. An IVR has nowhere to put it.

Answer a question nobody built a branch for. An IVR can only offer the options someone recorded. An AI voice agent answers from your brochure and documents: possession date, carpet area, payment plan, amenities. If the answer is not in them, it says so and offers a callback instead of guessing.

Follow a caller who switches language. A caller who starts in Hindi and moves to English halfway, or mixes both, is ordinary in India. The agent switches with them. An IVR asks the caller to choose a language at the start.

Remember. The agent keeps a running note during the call, so a budget mentioned in passing is not asked for again. On a follow-up call it starts from what the CRM already knows about the lead.

Qualify and line up the visit. The agent asks for budget, configuration, locality, timeline and purpose. When the buyer agrees to a site visit, it puts the day they named on your Site Visits schedule, for your team to confirm the time. An IVR can manage "press 1 for 2 BHK, press 2 for 3 BHK" and not much more. That is the difference between lead qualification and a survey.

Keep a useful record. An IVR logs keypresses and duration. The agent leaves a recording, transcript, summary and the qualified fields in the lead.

Where an AI voice agent falls short

It costs more per call than an IVR, because each call is a conversation. It can mishear a word on a bad line, and there is a short pause while it works out a reply (see voice latency). Some callers want a person and will not talk to software at all. And a conversation can go wrong in ways a fixed menu cannot, which is why every call is recorded and transcribed for you to check.

Per call, the IVR wins. Per qualified buyer, it depends on how many of your sales callers the IVR actually qualifies. If sales enquiries on your menu mostly end with "press 9 to leave a message", the cheaper call is not the cheaper lead. Measure cost per qualified lead on each line.

Compliance

Outbound calls from either one are commercial calls under TRAI's rules, so the same registrations apply: DLT registration as the principal entity, a registered telemarketer, the special number series assigned for commercial calls, and NCPR scrubbing through your DLT access. TRAI's Third Amendment (PDF), opens in a new tab to the TCCCPR, notified on 18 September 2026, defines A2P calls to include both pre-recorded and artificial voice calls, and the sender must declare A2P calling to its operator in advance. It comes into force in stages, 30 to 90 days after publication in the Official Gazette.

The practical difference is in opt-outs. On an IVR, opting out is usually a keypress, if the menu offers one. When to choose each

Choose an IVR when:

  • callers need routing to a department, not a conversation;
  • the transaction is simple and repeatable, such as payment reminders or confirmations by keypress;
  • every word must be one your team recorded and approved in advance;
  • the lowest cost per call matters more than what each call finds out.

Choose an AI voice agent when:

  • the call has to qualify a new buyer: budget, configuration, locality and timeline;
  • callers ask questions no menu anticipated;
  • you want a site visit lined up on the first call, and the details in your dashboard when it ends.

How they work together

Keep the IVR on your customer-care line, where existing buyers need accounts, documents or service. Put the agent on the number printed on your hoardings and ads, and use it to call the leads that come in from portals and Meta forms. On that line every caller is a new enquiry. The agent answers inbound calls at any hour and calls new leads within minutes inside the calling window you set.

What to ask before deciding

  • What share of your inbound calls are new enquiries, and what share are existing customers? That tells you which tool belongs on which line.
  • Of the callers who choose your IVR's sales option today, how many end up with a budget and a timeline in your CRM?
  • How many callers hang up at the menu? Your telephony provider's reports usually show drop-off by step.
  • Which languages do your callers actually speak?
  • For an AI voice agent: can you hear real recordings in each language before you commit, and what does it do when it does not know an answer?

No. An IVR plays recordings and waits for a keypress. An AI voice agent holds a conversation: it understands what the caller says, asks follow-up questions and writes the answers into the lead. They solve different problems.

Should we replace our IVR with an AI voice agent?

Not if it routes existing customers well. Keep it for service lines, accounts and payments, and put the agent on the numbers in your ads and portals, where the job is qualifying a new buyer.

Can an IVR qualify leads?

Only crudely. Press 1 for 2 BHK and press 2 for 3 BHK works; asking for a budget, a locality or a timeline in the caller's own words does not. An IVR also cannot answer a question its menu did not anticipate.
